I probably fought him a good 50 times or so before I beat him...the best advice I can give is just overkilling with the charged or regular earthdashes to negate damage, especially when he drops ice from the ceiling.

WEBWent into the Berm mountains after getting the double jump and I grinded to 25 there before heading deeper into the mines. Then before attempting the boss, I attempted to get to the halfway point of the mountains and gained another level and managed to get enough ore to complete the ore sidequests, and as a result enough money to buy the sword.
